Will Episode III look like it will lead into the 1970s, so it matches up with Episode IV?

To some extent it will. There are certain cultures and technologies in this new movie that will reflect the 1970s look. It's going to be a subtle thing, but it will make sense when you see it. To us in the Art Department the '1970s look' is actually just the look of the Star Wars universe during its dark ages rather than the waning glory days portrayed in the prequels.
